Second-hand Dealer License

For dealing used items in Japan or exporting them to your country, you must be fully licensed as Second-hand Dealer.

This time, we will show How to apply this license.

Status of Residence

Only the following qualifications are allowed to be licensed.

Reasons for Disqualification

One administrator （管理者）must be appointed as the person in charge of each sales office.

The administrator can be the applicant. So, if you would have only an office, you could be the administrator by yourself.

In addition, this person is required not to meet the reasons below.

・A person who has not obtained reinstatement following a decision to start bankruptcy proceedings

・A person who has been sentenced to imprisonment without work or more, or who has been sentenced to a fine for a crime under the Anti-Goods Business Act and has not passed five years.

・A person who has a considerable reason to be recognized as likely to conduct violent torts

・Gang members, former gang members, etc.

・A person who does not have a fixed residence

・Those who have not had five years since the second-time business license was revoked.

・A person who has not had five years since the permission was revoked and voluntarily returned between the hearing and the time the disposition was finalized.

・As a person who is unable to properly perform the business of a used goods dealer or a used goods market owner due to mental or physical disorders, the National Public Safety Commission rules

・Minors who do not have the same ability as adults in sales

Application Fee

19,000 yen is required to apply for the license. You need to pay with income stamps（収入印紙） sold in the police station.

The administrator also needs these documents above. All officers and board members （役員）in your company need these documents as well.

Apply at a police station in your jurisdiction. Usually, it takes about 4 months.
